Norfolk County Council appoints new Chief Executive
Norfolk County Council has voted to appoint Dennis Bacon as its new Chief Executive Officer and Head of Paid Service, with him due to start on 7 September 2026. The appointment was approved by 45 votes to 18, with 5 abstentions, at a full council meeting on 14 August 2026.
Dennis Bacon will become Norfolk County Council's new Chief Executive Officer and Head of Paid Service from 7 September 2026, after councillors voted to confirm his appointment at a full council meeting on Friday.
The vote passed 45 to 18, with five abstentions. During the debate, Cllr Stuart Clancy sought assurance from the council's Monitoring Officer that the recruitment process had been carried out lawfully. The Monitoring Officer confirmed that it had.
The motion was moved by Cllr David Bick and seconded by Cllr Justine Thomas.
Until Bacon takes up the role, the council said interim arrangements for both the Head of Paid Service and Monitoring Officer positions will remain in place. The council did not disclose details of the salary or the length of the previous vacancy in the minutes.
