Norfolk Council Reviews Policy Framework as Annual Check-Up Completed

The Strategic and Corporate Select Committee has confirmed that Norfolk County Council's Policy Framework — the list of key strategies and plans the council must maintain — remains appropriate, following its annual review.

Norfolk County Council's Strategic and Corporate Select Committee completed its annual review of the council's Policy Framework at its meeting on 18 March 2026, confirming the current list of items remains appropriate.

The Policy Framework sets out the key strategies, plans, and policies that the full council is responsible for approving and overseeing. The last review took place in October 2025.

What has changed

Two updates to the framework were highlighted. The Annual Treasury Management Strategy was removed from the Policy Framework following a decision by Full Council in December 2025. The framework has also been updated to show which Cabinet Member is responsible for overseeing each individual policy.

Public Health report proposal

During the meeting, a question was raised about whether the Annual Report from the Director of Public Health should be added to the Policy Framework, given Norfolk County Council's role as a member of the Integrated Care Board. Officers noted that adding any item requires a formal proposal from the committee.

After discussion, it was agreed that neither the Director of Public Health's Annual Report nor the Joint Strategic Needs Assessment would be added to the Policy Framework at this stage — as other members noted these are reports rather than strategies. Instead, they will be flagged for scrutiny by the relevant select committee.

The committee also noted that the Cabinet Member list attached to the Minerals and Waste Local Plan — which runs until 2038 — would be reviewed and revised to ensure it is accurate.

No items were put forward for a priority review. The committee resolved to confirm the framework list remains appropriate.
