Norfolk safety panel to examine door-to-door fraud and No Cold Calling Zones
The Norfolk Countywide Combined Safety Partnership Scrutiny Sub Panel has been asked to look into door-to-door scammers and the enforcement of No Cold Calling Zones, following concerns raised by local councillors. The panel will also review outcomes from a recent winter anti-fraud campaign.
A Norfolk council scrutiny panel focused on community safety has been asked to examine two new areas of concern: door-to-door fraud targeting residents, and whether No Cold Calling Zones across the county are being properly enforced.
The requests were made at the Adult Social Care and Public Health Select Committee meeting on 11 March 2026, after councillors raised the issue as a significant problem in their local areas.
The committee also asked the sub panel to review the outcomes of the 'Winter of Action' scheme โ a recent campaign focused on community safety โ and to consider Project Vigilant, which relates to safety in Norwich city centre.
On reaching older residents with fraud prevention advice, the committee heard that physical media such as the Eastern Daily Press is being used as a key non-digital channel, alongside online communications.
The Democratic Support and Scrutiny Manager confirmed that the Winter of Action outcomes and the door-to-door fraud and No Cold Calling Zone items would be added to the sub panel's draft Forward Work Programme.
